This bill makes a series of changes to the parole system, generally reducing penalties on offenders who violate the terms of their probation while also placing limits on jail sentences. For example, probation officers can no longer return an offender to jail if they commit a range of offenses such as failing to make restitution payments, pay court costs, associate with people engaged in criminal activity, or leave the county without permission.
